It is the employment based immigration for aliens who is qualified under the Labor Certification applications.

The application is called PERM, the Reduction In Recruitment (RIR) and Regular Permanent application will be phased out on 3/28/2005.

Basically, employer must conduct extensive recruitment activities which shows they cannot find the talent or the skilled workers in U.S. in order to sponsor its alien employees. New recruitment activities includes Sunday Newspaper postings, State Workforce Agency Job Order Posting etc.
